- In a medium bowl, whisk together flour, baking powder, baking soda, and salt.
- In a large bowl, cream butter and sugar until light and fluffy.
- Beat in eggs one at a time, then add vanilla extract.
- Alternate adding dry ingredients and milk to the wet mixture until just combined.
- Divide batter among liners, filling two-thirds full, and bake 18–22 minutes. Cool completely.
- Beat frosting ingredients until smooth. Adjust consistency with milk if needed.
- Pipe ghost shapes on cupcakes and add chocolate chips or edible eyes.
