- ½ cup packed brown sugar

- 1 ½ cups boiling water
Instructions
- Preheat the oven to 350°F (175°C) and grease an 8×8-inch baking dish.
- Make the batter: In a bowl, mix flour, sugar, cocoa powder, baking powder, and salt. Stir in milk, melted butter, and vanilla until smooth. Pour into the baking dish.
- Make the topping: Combine sugar, brown sugar, and cocoa powder. Sprinkle over the batter.
- Add boiling water: Slowly pour the boiling water over the top. Do not stir.
- Bake for 35-40 minutes, until the top is set but the bottom is still gooey.
